- Intro to the Audio Editor in GarageBand on Mac The Audio Editor shows a close-up view of part of an audio track, displaying the audio waveform of the track’s regions in a time grid. In the Audio Editor, you can move and trim audio regions, split and join them, and edit them in other ways.

The problem is, tat the .mp4 you are importing to GarageBAnd is added as a movie track, and that is behaving differently from regular tracks. You cannot shift the position of the audio of a movie track.
What you however can do is copying the the audio track of the movie to a new audio track. That will be unlocked. And then simply delete the movie you imported to Garageband.
To duplicate the audio region of the mp4 movie you imported, hold down the options key while you drag the locked audio region to a different audio track.

What is your GarageBand version?
In GarageBand 10 you can add an AuPitch Filter to the track to lower or raise the pitch. If you want to use the AuPitch filter, enable the audio Units in the GarageBand Preferences and then open the Smart Controls. To add the AuPitch filter audio units, click the Audio Unit button and enlarge the Smart Controls pane by dragging the dividing line to the Track Area upwards.
Audio Transpose App By Key
In GarageBand '11 you can transpose the audio region with the transpose slider, if you turn it into a purple audio region. Press control-option-g and then click anywhere in the timeline. All Orange tracks will turn purple.
